Hello to our U7, U8 and U10 Families!
I'd like to offer a hearty welcome to families new to AYSO soccer in Hermosa Beach and Manhattan Beach and a big "Welcome Back!" to our returning families as well.
Our registration numbers this year are higher than ever, and that means the demand for certified Referees will also be higher than ever. Last year, the Region required over 2700 hours of referee service to deliver our regular season games, and we need more Referees this year so that our children can play safe, fair, and fun soccer in the Fall. That means we will need at least 270 certified referees to volunteer each weekend to serve as a Referee or Assistant Referee. All matches for U7 and above require certified Referees.
The only way AYSO works is through parents volunteering to help. Your decision to help as an AYSO Referee is a decision your children will remember and appreciate the rest of their lives. The role of Referee is far less time-consuming than that of Coach, but the rewards are just as abundant. While obviously helpful, experience as a soccer player is not necessary to become a confident Referee.
This year, Region 18 is investing more than ever in developing and supporting its Referees. New for the 2010 season, all new Referees and any interested returning Referee will be assigned a Referee Mentor for on- and off-field support, instruction, and encouragement. In addition, the Region has implemented a new Referee Incentive Program which recognizes Referees at all levels for their dedication and hard work.
Please volunteer as a Referee to support your kids' soccer program. All we ask is a bit of your time; the Region will train you, equip you, dress you, and support you for free. Anyone 12 years of age and older is eligible to become a Regional Referee, and serving as an AYSO Referee satisfies high school service requirements. We have our own Youth Referee Coordinator to look after our youth referees. |

STEP ONE: Become an AYSO Volunteer (one form covers all volunteer positions)
Help us prepare for the Fall 2010 soccer season by producing your Volunteer Form, signing it, and mailing it today. Here's how.
- Login to eAYSO by clicking here.. Your email address is your user ID; perhaps your spouse created an ID for your family if you have not.
- Use the option on the right side of the home page to Apply as a New Volunteer (Adult or youth as appropriate).
- Provide the information requested to volunteer as a Referee and any other roles you would like (eg Coach). Your Driver's License and Social Security Numbers are strictly confidential - they will not print on your form.

Return to the eAYSO home page, and in the right column select Print Form and follow the instructions to print two (2) copies of the Volunteer Form.

STEP TWO: Register for a Referee Training Course

Our Basic Referee Training Course involves live classroom instruction by some of the Region's most experienced referees. All materials will be provided to you at no cost.

- In the box on the lower right of the home page, or in the menu bar at the top of the page, select Signup \ Course.
- Search for courses held in Manhattan Beach.
- Click the button on the left to sign up for the session you will attend.

8:45am for those who need Safe Haven for Referees certification

The course will end by 6:00pm. We will provide a pizza lunch for all students.

Note that all students must complete Safe Haven online before attending this last course.
No matter which session you plan to attend, please send in your Volunteer Form as soon as possible, as this makes our pre-season preparation remarkably easier for all of us. |

STEP THREE: Take the online Safe Haven for Referees course
Taking this online course before the live Basic Referee Course makes administration much easier and also allows you to arrive an hour later for the live course and therefore spend less time in the classroom on training day. If you already hold a Safe Haven for Coaches certificate, you DO NOT need to take Safe Haven for Referees. If you are under 18 years of age, you DO NOT need to take Safe Haven.

- On the right side of the home page, click Update Volunteer Information

Write down the AYSO ID you see next to your name -- or select & copy that data with your cursor.
- Login to AYSO Online Training by clicking here.
- Click on the white I Have My AYSO ID button.
- Select Course R001 - Safe Haven for Referees.
- Enter or paste your AYSO ID into the appropriate field. Enter your last name and click Login.
- Enjoy your 30-minute training course.
- Print your Safe Haven Certificate when you have completed the course.

PS AYSO National Policy and our local Regional Guidelines prohibit games played without a properly certified Referee to control the match. If we don't have enough Referees, kids can't play soccer. Volunteer today to make sure your kids get to play The Beautiful Game.

Region 18 needs your help. We are an all volunteer organization that believes we are here to support our kids. For those who don't have the time (or personality) to be a coach, we ask that you spend just a few hours over the next 4 months to show your player just how much you care about him or her!
Under-qualified or an insufficient number of referees is a regular source of complaints from players, coaches, parents and referees, in the 2010 season we will be expanding our referee program in the interest of making the game truly "FUN, FAIR, and SAFE".
Parents/Spectators and Volunteers, please help out our Region 18 and your players by volunteering to be a referee for their matches in 2010. Without a qualified referee, the match(es) will be abandon, unless a referee is present to conducts U7/8 and above matches.
Referee Course Requirements: If you are an adult and have not completed a Safe Haven course for referees or coaches, please go to eAYSO.org and complete a Volunteer form. Then, sign a copy in BLUE ink and email a copy to refadmin_region_18@ayso.org. We are required to enter new volunteers into the eAYSO Volunteer system before you can complete Safe Haven training. The Safe Haven course is on-line at our Region 18 D4 web site (right margin of the web page) which you can take any time.

To reach our goals, Region 18 announces the following referee training classes for new and returning AYSO referee volunteers.
Regional (Basic) Referee Course: trains volunteers in the basic aspects of refereeing needed to handle AYSO matches for U7 through U10 divisions under FIFA Laws and AYSO National Rules and Regulations. This is a 7 hour class excluding Safe Haven for referees which now must be taken on-line, prior to attending the Regional Referee course. Youth referees that are at least 12 years of age and intend to referee in Region 18 may take this class but may only referee matches one division below their age group with the supervision of an adult.
Intermediate Referee Course: Is the first step in becoming a seasoned referee who can handle competitive U12 games and support upper division games. A candidate must be a certfied Regional Referee with at least one year experience, must have refereed 25 games, five of them as CR for BU12 games. In addition to the Regional course, the candidate is observed both as CR and as AR in at least two BU12 games. Once you complete the course and pass the written test, contact the Director of Referee Assessment at rdra_region_18@ayso18.org to schedule an observation. The Intermediate Referee course will be conducted at the Area 1D level.

Referee Mentoring and Referee Assessment
Your Region (R-18) can provide you with a mentor to work with you to improve your game or talk with you about a game situation that you would like to get more information on. We can also supply a Referee Assessor to help prepare you for upgrading to the next badge level and to conduct official assessments.
Region 18 also has a referee communication device that can be utilized during mentoring or in preparing for assessments to help improve the overall process. Please contact the Director of Referee Assessment ( rdra_region_18@ayso18.org ) if you are interested in getting a mentor or obtaining an assessment or pre-assessment.
Referee's Pregame Instructions and Law 12-Fouls and Misconduct
The file provides a sample list of pregame instructions and a 2nd list f fouls sorted by IFK and DFK and it includes the Yellow and Red card offenses.
These two lists can be printed back to back on a single page and then cut out to form a card that fits in the standard Referee data wallet behind the game report cards for easy access.
